Not all dictatorships are tyranny of majority. When a ruthless minority comes to power they can terrorize the others - and lie to and brainwash them, especially the youth. But there are seducers and those who are seduced - or frightened. If all are seen the same guilty the true culprits are happy. Most of the Nazis, especially the Nazi officials in the Eastern regions, could slip away in time while the normal civilians were forbidden to flee on pain of death.

History will remember the germans opposed to Hitler - all dictatorships are tyrany of majority. But it's wrong to say that most germans were forced into submission, in fact they were intoxicated by early victories. Hitler kept the support of Germans by keeping the high level of life in Germany using things robbed from the East and while you can't keep all germans legally responsible, they are morally responsible for Nazi's crimes.

@meocaottDon't be stupid!! It was a dictatorship, only one source of information was allowed.Only a part fervently supported Hitler. Those who deserted were hanged or shot. 1933-45 all in all ca. 130 000 Germans were executed because of some form of resistance, ca. 3 mill imprisoned in concentration camps or jail, ca 1 mill interrogated by Gestapo, often severely tortured.Ca 200 000 Germans were involved in exterminations / mass executions, but there were ca 18 mill. German soldiers.

Were German civilians really innocent? Their boys killed millions of innocent people, they enjoyed comport of robbed food, gold and blood of slaves and fervently supported Hitler for that. Now they were victims but hardly innocent (except the children)
