Yep, subtle messages don't bother here since Betty was a cartoon made for adults (no one said cartoons are just for children, right? =) ) and the adults can get some subtle messages better. Only when that censorship stuff arrived (plus the unfortunate boost of the thought "I'm a grown up I don't watch cartoons, they're for children" ) was that people started to think cartoons were only for children, and the child-like style of the drawings appealed to this thought too.

If you mean when they're showing the title-card, that's the orchestra playing a fast run-through of On the Delaware-Lackawan' (the comedy song sung around the 3-minute mark). But if you mean the entrance music, that's Schubert's Marche Militaire (Military March).
