Majoritarianism on the other hand, has rules and systems for deliberation and the decision of the majority prevails. When no majority can be determined, it may not be able to make decisions.Democracy is a system that has rule for deliberation and systems for voting. It typically has a variety of methods including plurality, majority and supermajority for coming to decisions and usually has safeguards to prevent the majority from being egregiously harsh to the minority.
