There has been a recent explosion in abuse of AdWords, Google's PPC (pay per click) advertising platform. It is apparent that the techniques do not follow Google's own clear guidelines. Unfortunately, users and legitimate advertisers pay the price, while Google and the unscrupulous advertisers profit.Google has always put its users first and one would hope that they will continue to abide by their charter. The target and display URL can be different so you cannot begin your research by swiping and copying the link - you have to click on it to really get to the target location.

Not really very surpising, I have found adwords the most infurating system to use. I don't mind the $30K/month cost so much as the time wasted in management, I guess these scams don't help, us 'normal' advertisers

the point here is that people who search and "click" on these bogus ads will stop "trusting" advertisements altogether because clicking on those ads does get annoying and discouraging so it is a fine point to make.

I would just leave those people alone... if they are dumb enough to waste their money with those websites. They will never rank high with their site and they will spend 3 to 4 times on advertising vs income. They are loosing their shirts doing this.
