No, the terrorists did not get to Mumbai in small rubber boats. They used a good size fishing trawler to sail close to Mumbai and then released the rubber boats. There is no fishery outside Mumbai, and the Indian navy failed to stop such an unusual ship, and this failure is my point. Just imagine our coast guard failing to stop a whaling ship outside NYC... Could you imagine that?

India does not need to protect the entire coastline. Not even the United States could protect its entire coastline. However, the US does protect coastlines around its major cities, such as NYC, San Francisco, etc. The real question is, where was the Indian navy when the coastline of Mumbai was infiltrated?
